The China Rice Research Foundation was proposed by 21 famous persons including Mr. He Kang, the former Chinese agricultural minister, Mr.Lu Liangshu, the former president of the Chinese Academy of Agricultural Sciences(CAAS), Dr. M.SS. Swaminathan, the former director general of the International Rice Research Institute(IRRI) and founded on Feb. 22, 1992 under the approval of the Ministry of Foreign Affair, Ministry of Trade, Committee of Science and Technology, and the Bank of China. The first donated fund was 3.5 million RMB yuan from the Committee of Science and Technology, Ministry of Finance, Ministry of Agriculture, Committee of Planning, and CAAS.
The foundation is supervised by the board of directors of the China National Rice Research Institute(CNRRI), and managed by a 5-7-person management group headed by the director general of CNRRI. Five to seven persons from the academic committee of CNRRI are employed to be members of the judging panel of research projects to be supported. The daily management is executed by CNRRI. The management group formulates and issues the project application guidance every two years in accordance with the national S&T strategy and the national medium-long-term program of rice science. The persons to be funded are rice scientists, especially the young, at home and abroad who cooperates with CNRRI in research and academic exchanges. The key projects to be granted are applicable basic research and significant technical research. The foundation employs the interests to support research projects with the averaged grant of 25,000 yuan(RMB) and a averaged term of 2-3 years.
